Export-Import Permits

Every company that are about to perform export-import activities is obligated to have import permit and other supportive documents required as follows:

  1. Import Identification Number/Angka Pengenal Impor (API) issued on behalf of the Trading Ministry, based on the Regulation of the Trading Ministry No.27/M-DAG/PER/5/2012, year 2012 divided into 2:
    • General Importer Identification Number/Angka Pengenal Importir Umum (APIU): This import permit is given to company with trading business line.
    • Producer Importer Identification Number/Angka Pengenal Importir Produsen (APIP): This import permit is given to company with business filed in Industry and services.
  2. Custom Master Number/Nomor Induk Kepabeanan (NIK) is issued by the Directorate General of Duties and Customs: Registration issued by Directorate General duties and customs to importer or exporter company according to the REGULATION OF THE MINISTRY OF FINANCE NUMBER 63/PMK.04/2011, year 2011.
  3. Special Importer Master Number/Nomor Pokok Importir Khusus (NPIK)
    The Decree Letter of the Trading Ministry Number: 141/MPP/Kep/3/2002 concerning Special Importer Identification Number/Nomor Pengenal Importir Khusus (NPIK) is the identification mark as special importer that must be owned by every company performing the trading of certain imported items as said in the Decree of the Directorate General of Foreign Trading NUMBER 05/DJPLN/KP/III/2002 year 2002 CONCERNING THE TYPE OF CERTAIN IMPORTED ITEMS THAT ARE OBLIGATED TO USE NPIK:
    • Corn
    • Rice
    • Soybean, cracked or whole
    • Sugar cane, or bit and chemical pure sucrose, in solid form
    • Textile and textile products
    • Shoes and other footgear
    • Electronics and its components
    • Children toys
  4. Other regulations of the trading ministry regulating the activities of certain product import-export such as THE REGULATION OF THE TRADING MINISTRY OF THE REPUBLIC OF INDONESIA NUMBER: 44/M-DAG/PER/10/2008;  NUMBER: 56/M-DAG/PER/12/2008; NUMBER: 08/M-DAG/PER/2/2009; NUMBER: 15/M-DAG/PER/5/2008 CONCERNING THE PROVISIONS OF CERTAIN PRODUCT IMPORT.
     


Storehouse Listing Mark/Tanda Daftar Gudang (TDG)

Storehouse Listing Mark (TDG) is the listing mark given by the authorized official to company or individual running business in storehouse service field its registration has been legalized.

Requirements:

  1. Application letter of TDG signed by the applicant on duty stamps.
  2. Power of Attorney if the applicant is prevented to handle the permit.
  3. Photocopy of KTP of the underwriter/owner/management os storehouse.
  4. Photocopy of company’s NPWP.
  5. Photocopy of SIUP/Trading Permit.
  6. Photocopy of IMB/Building Erection Permit.
  7. Photocopy of the last period of PBB/Building Tax.
  8. Proof of ownership of the storehouse / agreement of storehouse rent.
  9. Map of storehouse location.
  10. Attaching agreement letter with legal power if the applicant is not the owner of the storehouse.
  11. Written remarks of certain type items to be stored.

     

Agency:

Agent is national company acting as mediator for and on behalf of the principal both domestically and overseas based on agreement to do the marketing without having to perform transfer of right of the item physically and/or service owned/controlled by the appointing principal.
Requirements:

  1. Copy of Domicile, NPWP, SIUP, TDP of the company.
  2. Copy of API-U/ APIT/API-P/API-K.
  3. Copy of Deed of establishment and or Deed of amendments along with Letter Decree/SK of the Ministry of Justice.
  4. Agreement Letter legalized by Notary (domestic production) and public Notary and Commercial Attaché/Representative Office of RI in the Principal’s Country (overseas production).
  5. Agreement or Appointment Letter from the producer principal to supplier if the agreement is not from the producer principal (supplier, subsidiary or representative).
  6. The original leaflet/brochure/catalogue from the principal for the type of item and or service being agented/distributed.

 
 

Barcode:

Barcode is a rod-shaped graphs (bar) is used to represent the system identification code number. In the main practice, barcode numbers applied to the system for the identification of goods / services trade GTIN (Global Trade Item Number), GLN (Global Location Number), SSCC (Serial Shipping Container Code), book (ISBN), periodicals (ISSN), and other code identification number system including those made for internal purposes.

The use of barcodes in an GTIN-coding, is one of the greatest examples of the use of barcodes that have been implemented by more than one million companies in the world.

GTIN (Global Trade Item Number) is a numbering system that uniquely identifies merchandise (trade items) or services (services) are commercially traded. The use GTIN will facilitate the process of information on the trade route. Settings concerning the allocation of GTIN numbers follow the universally accepted standard.

GTIN is an index number or key to access the information or data related to the product. GTIN does not contain information about products that are identified. Here GTIN only functions such as the car number plate.

All the products will be through the Point of Sale (POS) or the cashier is required to use a barcode which can contain information in the form of the EAN-13 symbology. Each type of product or service has a different barcode (unique).

Manual Book and Warranty Card

Manual referred the instructions for use are books, sheets, or any other form that contains instructions or how to use telematics and electronic products which must contain at least information on:

  1. the name and address of producer (company / factory) for domestic products;
  2. the name and address of the importers for imported products;
  3. brand, model, type, and / or model of the product;
  4. product specifications;
  5. how to use the product according to the function; and
  6. maintenance instructions.

Warranty card is a card which stated guarantee availability of spare parts and after sales service facilities and telematics and electronic products which should contain information at least:

  1. the warranty period;
  2. repairs are free during the warranty period is agreed upon;
  3. provision of after-sales service in the form of guarantee the availability of spare parts within the warranty period and post warranty;
  4. Name and address of the after-sales service center (service center);
  5. Name and address of the manufacturer (company / factory) for domestic products; and
  6. Name and address of importers for imported products.

Special Importers Identification Number/Nomor Pokok Importir Khusus (NPIK)

is a special importer identification as a must-have every company doing import trade of certain goods.

Requirements:

  • Photocopy of company establishment deed
  • Photocopy of business Domicile
  • Photocopy of NPWP.
  • Photocopy of SIUP or principal permit/business permit of BKPM specially for PMA/foreign investment.
  • Photocopy of TDP
  • Photocopy of API-U or API-P for industry.
  • Pass photo 3x4 : 2 pieces (red color background)
  • Photocopy of KTP of company’s director/signatory of API.


     

Importer Identification Number/Import Lisence/Angka Pengenal Impor (API)

Importer identification number or identification as API is importer license that should be owned by each company that do import activities.

API consists of two types, they are general importer identification number/angka pengenaI importir umum (API-U) and producer importer identification number/angka pengenal importir produsen (API-P). API-U is given only to companies performing import for certain items written in the good classification system according to the rules of laws, and the item is used to be traded. API-P is given to company performing item import for self-use as capital item, raw material, supportive item, and/or item to support the production process.

Requirements to obtain API-U and API-P:

  1. Photocopy of notary deed of company establishment and its amendments;
  2. Photocopy of still valid certification letter of company’s head office domicile;
  3. Photocopy of tax payer registration number/nomor pokok wajib pajak (NPWP) of the company in conformation with its domicile;
  4. Photocopy of company registration mark/tanda daftar perusahaan (TDP);
  5. Photocopy of SIUP for national private company
  6. Photocopy of principal permit in industrial field or other business permit of the same kind issued by the related institution (for API-P);
  7. Original of dollar bank Reference, for API-U;
  8. Photocopy of Indonesian National personal KTP and NPWP of the management or board of directors, Paspor, KITAS and IMTA for Foreign Nationals;
  9. Appointment letter proof of special relationship for APIU requesting more than 1 item classification; and
  10. Last pass photo with red color background for each of the management or board of directors of the company 2 (two) pieces with 3 x 4 cm in size.

     

Registered Importer/Importir Terdaftar (IT)

Registered Importer(IT) is the Permit or acknowledgement from the trading ministry according to the prevailing provisions to import items, given to company with trading/service business lines, including the following products:

Is the letter certifying that the sample of Label delivered by the businessman has met the requirements. Label in Indonesian language is obligated to be sticked on the part of product to be sold.

Permit in Duty and Custom Integrated Area Local Businessmen / Pengusaha Daerah Kawasan Berikat (PDKB)

Integrated area is a building, place or area with certain limits within which is performed item and material processing industrial business activities, designing developing activities, fabrication, assortment, initial checking, final checking and packing of items and materials from  import origin or item and material from within other Indonesia’s Local Custom with the produce especially for export purpose.

Requirements

The requirements to file for permit of KB combined with PDKB are as follows:

attaching files in the form of hardcopy and softcopy (colored) in Electronic Data Storing Media (flash disk) in the forms of:

  • Photocopy of industrial business permit from the related technical industries;
  • Photocopy of industrial area permit letter or the resolution as the cultivation area appropriated for industrial activities from the related the related technical institutions;
  • Certification letter in writing from the industrial area management that the concerned company is located in the related industrial area or certification letter of domicile in the cultivation area appropriated for industrial activities from the related technical institutions;
  • Photocopy of proof of ownership or control of a place, building, or area having clear limits, including in it rental agreement when the concerned place is rented place from other party, with time length at the shortest 3 (three) years counted from the date the application letter filed in full;
  • Location/place map to be made integrated Area;
  • Location/place sketch to be made Integrated Area;
  • Photocopy of Taxpayer Number (NPWP), resolution as Businessman Incurred With Tax/Pengusaha Kena Pajak (PKP) and the Annual SPT PPh (Income Tax) of Corporate Taxpayer for the last year for company already obliged to submit SPT;
  • Photocopy of Registration Notification Letter/Surat Pemberitahuan Registrasi (SPR)/ Custom Identity Number or being in handling process to obtain the Registration Notification Letter/Surat Pemberitahuan Registrasi (SPR)/Custom Identification Number;
  • Photocopy of business body establishment and amendments of company establishment deed;
  • Photocopy of legalization decree letter of business establishment deed from the authorized official;
  • Photocopy of self identity proof of the underwriter of the business body in the form of Resident Identification Card/Kartu Tanda Penduduk (KTP) or staying permit card issued by the last technical institution;
  • Photocopy of living environment document in the form of environment impact analysis or UKL/UPL from the related technical institution;
  • Filling up list according to format sample as resolved in Attachment II (attached) as inseparable part from this Director General Regulation;
  • Certification Letter concerning the type of company’s production results pursuant to its industrial business permit;
  • The flowchart of company’s production process; and
  • Explanation on computer-based information system availability (IT Inventory) owned by the company.


     

Custom Registration/Custom Master Number/Nomor Induk Kepabeanan (NIK)

Custom Registration is the activity of registering done by user of custom and duty service (importer, exporter, ppjk, duty incurred goods businessman, transporter, integrated area businessman and the like) to the Directorate General of Duty and Custom to obtain the custom identity number. Custom Identity Number from here on after shortened NIK is identity number personal in nature or also company used to access or connecting with the custom system using information technology as well as manually.

Requirements:

  1. Certification Letter that the remarks given for NIK registration is true.
  2. Power of Attorney of handling if the handling is given to 3rd party.
  3. Deed of Establishment/Amendment, NPWP, SIUP/BKPM Permit, Justice Ministry Decree Letter, TDP, PKP, API-U/P.
  4. Office Domicile and or Factory.
  5. Land/building proof of ownership or rental agreement.
  6. KTP and NPWP of board of directors and commissioners for Indonesian Nationals or personal passport/KITAS/IMTA and NPWP for Foreign Nationals (written in the deed of establishment).
  7. Last Financial Report (R/L Journal and Balance-sheet).
  8. Account records.
  9. Name and number of NPWP of the custom service(PPJK) if PIB handling given by custom service party.
